Congress and Administration Finally Complete FY23 Spending Bills – Research and Public Health Programs Receive Increases

After several weeks of negotiations and several short-term funding bills, Congress and the President finally reached an agreement on an omnibus spending bill to fund all federal programs for fiscal year 2023.  The bill provides increases for several research, environmental and public health programs of interest to the ATS.  Below is a summary of topline funding numbers (in billions).

  • HIV/AIDS, TB, STDs $1.39 billion + $46.00 million
    $137.03 million for Tuberculosis +$2 million over FY 2022.
  • Chronic Disease Prevention and Health Promotion $1.43 billion + $91.75 million.
    • $246.5 million for Tobacco/Office of Smoking and Health + $5.00 million.
    • $4.5 million for the Chronic Disease Education and Awareness (CDEA) Program + $1.5 million
    • $68.95 million for the Racial and Ethnic Approach to Community Health (REACH) program + $3.00 million.
  • National Center for Environmental Health $246.85 million + $18.50 million.
    • $10.00 million for Climate and Health, level funding.
    • 692.84 million for Global Health, an increase of $46.00 million over FY 2022
    • $11.72 million for Global Tuberculosis, and increase of $2.00 million over FY 2022.

DEPARTMENT OF VETERANS AFFAIRS

  • $136.48 billion advance appropriations for 2024 for the Veterans Health Administration (VHA), an increase of $21.04 billion over FY 2022.
    • VA Medical and Prosthetic Research Program $916.00 million, + $34.00 million

DEPARTMENT OF THE INTERIOR, ENVIRONMENT, AND RELATED AGENCIES  

  • $10.14 billion for the Environmental Protection Agency (EPA), + of $575.95 million over FY 2022.

  • USAID $2.08 billion, +$108.80 million
  • Global Health Program $10.56 billion +$730.95 million
